A Texas public defender is sitting behind bars after she was caught sneaking around with an inmate.

28-year-old Regan Moreno worked for Dallas County for nearly 8 months when officials noticed suspicious activity. A Detention Service Officer noticed Moreno was spending an unusual amount of time on the phone with an inmate who was not a client of her own.

INAPPROPRIATE DECISIONS

Moreno's unusual visits prompted an investigation that revealed more than inappropriate behavior. Call logs revealed Moreno had regularly been chatting with  inmate Todd Whitfield.

At one point, Moreno attempted to expose herself to Whitefield in a parking garage but "the presence of a Dallas County Marshal marked vehicle detoured her plans."

Dallas Sheriff's Office also discovered Moreno had used her county laptop in order to  gain access to the criminal records of Whitefield's brother, Zion Whitfield. She allegedly passed down the information, which prompted a startling response.

According to court documents, Whitfield emailed the assault victim threating them. Part of the email Whitfield sent said, "I swear before Christ you haven't met me, but you will and how you meet me depends all on you."

Regan Moreno has been charged with Abuse of Official Capacity and given a $5,000 bond.

A TikTok video shows the moment, 41-year-old Timothy Chapelle, literally busted out of a jail van. As the transport van waited at a red light in Tyler, Texas, Chapelle kicked out the window.

Just feet away, a witness recorded the entire ordeal. Barfoot and handcuffed, Chapelle is seen sprinting through a plaza parking lot as other witnesses in the area watch in utter amazement and shock.

CAPTURED BY OFFICERS

Chapelle was finally taken down in a neighborhood. Wearing his bright orange suit, he was tackled to the ground in front of a residential home. Officers finally detained him and placed him back into custody.
