This story comes out of Houston and was reported by KHOU-11, a Houston man has been accused of throwing a baby husky off of a balcony last month. What kind of sick human does this? According to the article, Dwight Hankins, 66, was taken to jail on felony animal torture charges. Dwight Howard was caught on video throwing the husky off the balcony. In the video, you can see the puppy falling 15 feet onto the concrete. 

According to witnesses, the puppy was heard crying and in pain, as Hankins was seen walking back to his apartment, leaving the dog to suffer alone, deputies said. After the incident, the Houston SPCA rescued the dog and discovered that the pup had a broken leg that was later learned to be irreplaceable. His leg had to be amputated. The dog is still recovering in a foster home and is doing well.

This crime is punishable by up to two years in jail and a $10,000 fine!

 The law requires dogs to have protection from the elements and a shelter that allows them enough room to turn around and lie down fully. This is long overdue! To add, the dog must have a properly-fitted collar and can’t be restrained with a chain. The new law also eliminates a rule that currently prevents law enforcement from intervening in a situation regarding a dog in illegal conditions for 24 hours. The dog also can’t be restrained outside and unattended unless it has:
  • PROPER SHELTER
  • IS ABLE TO AVOID STANDING WATER AND ANIMAL WASTE
  • AMPLE SHADE
  • WATER FOR DRINKING

CLASS B OR C MISDEMEANOR

If found in violation of these new laws, the offender will be cited with a Class C misdemeanor and a fine of up to $500.00. If the offense is repeated it will be upgraded to a Class B misdemeanor.
